THE BEER ALLIANCE OF TEXAS SUPPORTS OUR STATE'S LONG-STANDING THREE-TIER SYSTEM


Significant changes to the States’ Three-Tier System have been made in the past few sessions. From changes allowing small craft brewers to operate across all three tiers to streamlining and simplifying the licensing and permitting process, the Texas regulatory model has seen significant changes that have allowed us to grow our state's marketplace in the face on lower national trends. Session after session, the legislature has passed bills amending the Three-Tier System which have allowed for more competition and provide the consumer with more product choices in the marketplace. The TABC, which regulates the industry has recently completed a whole agency review by the legislature and implemented recommended changes to operate the alcoholic beverage market more efficiently in Texas. Framers of the Three-Tier System would today find a regulatory system that has modernized by taking advantage of advances in technology and everchanging customer demands. These changes have made it easier for small craft brewers to grow their businesses into the broader distribution and retail channels.
